Sixteen teams qualified for the finals of the Orange Africa Nations Championship, Rwanda 2016, were, according to the procedure, adopted by the Commission of organizing CHAN. They were classified in four pots with each containing four teams.

The distribution in the pots was made on the basis of a ranking that took into account the results of the various selections at the final stages of the three previous editions.

The following schedule was adopted for each edition: seven points for the winner, the runner-five, three for the semi-finalists, two for teams eliminated in the quarterfinals and one point for those in 1st round exits.

The most recent editions, namely 2011 and 2014 were affected by a multiplier of the number of points obtained. This coefficient was two for 2011 and three for 2014. The ranking of the pots were as follows:

- Pot 1 = Rwanda, DR Congo, Tunisia, Zimbabwe

- Pot 2 = Angola, Nigeria, Gabon, Mali

- Pot 3 = Morocco, Uganda, Cameroon, Niger

- Pot 4 = Ethiopia, Ivory Coast, Zambia, Guinea
