Ministerial departments were involved in the last phase of the transfer of skills and resources to local authorities to start the process of decentralization.
This was the centre of discussion during the second session of the national Council of decentralization (CND) chaired Friday by Philemon Yang on Friday September 26, 2014 in Yaounde.
These work chaired by the Prime Minister, Head of Government, Philemon Yang, President of the Council, led to the item on the review of the projects for transfer of budgetary resources to communes and urban communities in respect of 2015 fiscal submitted by the ministerial departments concerned, with a view of their inclusion in the budget of the State.
Mr. Yang also stated that 2015 indeed marks the end of this first phase of transfers of skills and resources to local authorities and decentralize the process engaged by the State in 2010. Yang drew the different ministerial departments involved to work for the conclusion of this phase within the time limits which were intended.
According to the Minister of Territorial Administration and of decentralization (MINATD), René Emmanuel Sadi, skills and resources are at the peak of transfers to be reached by the Ministry of public works.
He said nearly 8 billion will be used for the benefit of the municipalities in the field of creation and maintenance of rural roads unclassified, on the one hand and construction and management of the crossing tanks the other hand.
Suggestions that were made concerned the increase in the General Endowment of decentralization (DGD).
"In order to take into account requirements linked to the salary of municipal magistrates and their assistants, finalization and implementation of the national strategy of decentralization, the laws of decentralization of July 2004 proposed replay and support in the Commons welcoming refugees", stated René Emmanuel Sadi.
