Govt makes recommendations on PIB in the far North

Ministers in charge of the economy and public procurement were in Maroua to evaluate the realization of projects financed by the State budget.

The Government seeks to effectively realize all projects selected under the budget of the State to curb poverty and improve the living conditions of the people in the far North.

The Minister of economy, planning and regional development (Minepat), Emmanuel Nganou Djoumessi and his colleague of public procurement, Abba Sadou, hammered on this message to the actors in the chain of procurement in the region of the far North.

This year more than in the past, the region has major projects through the public investment budget (PIB), three-year emergency plan and programme of education emergency response.

In order to evaluate the implementation of these projects to identify bottlenecks, two members of the Government held a working session on Friday in Maroua with administrative authorities, owners, operators and stakeholders in civil society.

It was revealed that the region of the far north with an investment volume of 7.4 billion for 415 projects ranks among the best students for the execution of the 2014 PIB with a 100% procurement rate. The implementation rate is estimated to be 88.67% compared to 80.72% for the rate.

Priority investment projects (PIP) estimated at nearly 4.6 billion f (for 186 markets) have not experienced the same trend with regard to their execution (51.78%) and receipt (45.18%) even if their execution is satisfactory (91.90%).

The judgment of two road projects on national number 1 (Mora-Dabanga, Dabanga-Kousseri and the bypass of the town of Kousseri) due to insecurity is of great concern to the Government.

Two Chinese companies have decamped from the murderous attack on May 5, 2014 in the camp of the Chinese workers of Waza by fighters of the Boko Haram sect.

Insecurity has also resulted in the discontinuation of the road work in the Makilingai-Tokombere section. The tarring of the Saotchai-Doukoula segment launched from 2011 currently runs at 45%.

Outside these exogenous factors, the sector of public procurement in the region suffers from several ailments including the diagnoses based on mal-governance, the administrative burden and the non-application of the legislation governing public procurement.

In the region, the insufficiency and unavailability of control engineers is another pair of the sleeves. "This issue will be addressed. "We found that there are more financial needs to be given to those of the delegates, contractors who must follow the execution but do not have ways of tracking the project", noted the Minepat.

The cloudiness in the execution of projects by the decentralized territorial communities completes this dark picture but shady entrepreneurs will be checked.
