5. POSITION TITLE: Program Management Specialist Humanitarian Assistance
6. MARKET VALUE: 28,752,650 CFA – 47,842,126 CFA equivalent to FSN-11 in
accordance with AIDAR Appendix J and the Local Compensation Plan of
USAID/Cameroon. Final compensation will be negotiated within the market value.

7. PERIOD OF PERFORMANCE: The period of performance is five (5) years, estimated
to start about January 2025. The services provided under this contract are expected to be of continuing nature executed by USAID through a series of sequential contracts, subject to availability of funds, satisfactory job performance and need for continued services.

8. PLACE OF PERFORMANCE: Yaoundé, Cameroon with possible
travel as stated in the Statement of Work.

9. ELIGIBLE OFFERORS: All interested candidates eligible to work in Cameroon.
Cooperating Country National (CCN) is defined as an individual who is a cooperating country citizen, or a non-cooperating country citizen lawfully admitted for permanent residence in the cooperating country.

10. SECURITY LEVEL REQUIRED: Regional Security Office Clearance.

11. STATEMENT OF DUTIES

1. General Statement of Purpose of the Contract

The United States Agency for International Development (USAID) Bureau for
Humanitarian Assistance (BHA) works to save lives, alleviate human suffering, and
reduce the impact of disasters by helping people in need become more self-reliant.

BHA is responsible for planning, coordinating, developing, achieving, monitoring,
and evaluating international humanitarian assistance falling into two conceptual areas:

1) Humanitarian Response during emergencies
2) Early Recovery, Risk Reduction, and Resilience activities to address longer-term recovery after emergencies.

To help monitor and coordinate the assistance provided under the Bureau for
Humanitarian Assistance program in Cameroon, USAID requires the services of a
Humanitarian Assistance Specialist, based in Yaounde, Cameroon. The Humanitarian
Assistance Specialist is a recognized expert on BHA programs and humanitarian
assistance. Supervised by the Cameroon-based Senior Humanitarian Advisor, the
Humanitarian Assistance Specialist is responsible for the effective design,
implementation, coordination, and strategic direction of BHA programs in Cameroon.

His/her primary responsibilities are to:

(1) Monitor, report, and advise on the implementation of active humanitarian
assistance programs.
(2) Undertake and report on assessments to inform humanitarian assistance funding
decisions.
(3) Represent BHA at the national level, with the aim of influencing the coordination, quality, and impact of humanitarian assistance programs.
Working within the USAID country office in Cameroon, the Humanitarian Assistance
Specialist will also ensure coordination of BHA programs with other USAID activities in the country. This position requires regular coordination with a range of stakeholders, including BHA/Washington, regional and neighboring country offices;

USAID representatives in Cameroon and the region; Embassy Yaoundé Interagency
colleagues; the humanitarian donor community; and UN partners.

2. Statement of Duties to be Performed.

A. Monitor, report, and advise on the implementation and performance of active
BHA programs. 50%

- Devise, in collaboration with BHA colleagues, an annual monitoring plan outlining monitoring priorities, activities and timeline, and conduct regular field monitoring visits and remote monitoring activities, in accordance with the monitoring plan, spending significant time in activity implementation locations, often in austere conditions, collecting data on the implementation of BHA programs.

- Report any issues arising that need to be addressed, including immediately reporting any actual or suspected diversion of USG resources, missed implementation targets, and non- compliance with USAID regulations.

- Make recommendations for addressing and solving any problems that are
discovered, provide feedback to the implementing partner, and conclude followup to ensure improvements.

- This position is expected to qualify, train for, and serve as needed on BHA Response Management System (RMS) humanitarian responses, which may be outside
Cameroon, typically for one 6-to-8-week interval annually, unless approved for an
individual or work-related exemption, in accordance with USAID/BHA’s Individual

Response Service Requirements and ADS 251.

This may include serving on Disaster Assistance Response Teams (DARTs) that are deployed in response to disasters.

B. Undertake and report on assessments to inform USAID/BHA food assistance
funding decisions, program designs or project modifications. (30%)
- Review technical reports and documents related to humanitarian assistance to stay abreast with general knowledge and advances in humanitarian assistance related to his/her area of responsibility.

- Participate in assessments of humanitarian needs and assist in the development of funding and programmatic recommendations for BHA and the USAID Mission.
- Recommend to the BHA team the appropriate response for initiating or adjusting
programming based on field findings.

- Report on all field monitoring trips, assessments, etc. Provide information for additional
reporting to the USAID Country Representative, the BHA West Africa Regional Office, and BHA/Washington, as necessary.

C. Representation (20%)

- Represent USAID/BHA in working group meetings and other fora with UN, NGOs,
and other humanitarian donors.
- Represent USAID/BHA to a wide range of government officials at the
provincial/district level and representatives at the technical and administrative levels.
- Engage with beneficiaries, community members and leaders related to BHA’s
humanitarian assistance programs. All representation is performed in line with the overall direction of the Senior Humanitarian Advisor in Cameroon.
- Identify networks and develop productive relationships with stakeholders and
platforms focused on improving the quality and impact of humanitarian assistance
programs.
- Liaise with donor contacts and subject matter specialists in humanitarian response, early recovery, disaster risk reduction and resilience programming.
- Contribute to knowledge management through participation in humanitarian networks to facilitate the dissemination of products and project learning.
- Act as the BHA lead representative in Cameroon during absences of the Senior
Humanitarian Advisor, as needed/requested.

The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.

3. Supervisory Relationship: The Program Management Specialist for Humanitarian
Assistance works under the direct supervision of the BHA Senior Humanitarian
Advisor or his/her designee.

4. Supervisory Controls: This is a non-supervisory position.

12. PHYSICAL DEMANDS:

The work requested does not involve undue physical demands.
II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
In order to be considered for the position, a candidate must meet the Minimum Qualifications.

Applications will be pre-screened and only those that meet the Minimum Qualifications will be considered. These are the minimum qualifications necessary to be considered for the position:

a) Education: Minimum of bachelor’s degree in agriculture, economics, international development, statistics, nutrition, public health, social sciences or another relevant field is required.

b) Prior Work Experience: A minimum of five (5) years of progressively responsible experience in humanitarian assistance and/or international development programs. At least two (2) years of this experience must be in the management of humanitarian assistance programs. At least 2 years work experience in humanitarian program monitoring and/or evaluation is required.

c) Language Proficiency: English Level III; French Level III

III. EVALUATION AND SELECTION FACTORS

The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to F AR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offersthat would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. The evaluation and selection criteria of the selected candidate will be based on a review of his/her qualifications, work experience, knowledge, skills and abilities, and level of language required. The applicants who obtain the highest score based on the criteria defined will be interviewed and may also be required to pass a written test (depending on the TEC Chairperson’s decision). The security clearance and medical clearance is required for the topranking candidate, after conducting and receiving the positive reference checks.

a. Prior Work Experience (40 points)
A minimum of five (5) years of progressively responsible experience in humanitarian assistance and/or international development programs. At least two (2) years of this experience must be in the management of humanitarian assistance programs. At least two (2) years work experience in humanitarian program monitoring and/or evaluation is required.

b. Job Knowledge (30 points)

● Strong knowledge on host country programs and strategies as they relate to
humanitarian response.

● An understanding of how assistance is used in humanitarian response and early
recovery, risk reduction and resilience programs and the interaction among crosssectoral program activities necessary to address humanitarian needs.

● A pragmatic understanding of emergency response mechanisms, programming for
vulnerable populations, refugees, and internally displaced people, as well as
guidelines and processes involved in management of humanitarian assistance
portfolios.

● A sound understanding of the elements of needs assessments.

● An understanding of how to formulate program objectives and approaches,
monitoring and evaluation procedures, and information systems.

● A clear understanding of humanitarian assistance programming either through
experience with a UN and NGO in Cameroon or elsewhere.

● An understanding of the interrelationships of social, economic, and political factors in Cameroon and their bearing on humanitarian needs and response, including a working understanding of how donor emergency resources are programmed to meet emergency requirements.

● An understanding of humanitarian assistance in food and non-food related sectors.

● A robust experience in monitoring humanitarian projects, preferably including those focusing on emergency food assistance.

c. Skills and Abilities (30 points)

● Strong working knowledge of MS Word, MS Excel, and MS PowerPoint.
● Good interpersonal skills and the ability to work collaboratively with a wide range of staff and representatives.
● Ability to work cooperatively in a multicultural team.
● Ability to review, evaluate and apply complex policies and regulations.
● Ability to provide rapid, concise, accurate reporting, both verbally and in written English.

● Ability to grasp the complexities of humanitarian response, the wide variety of
dynamic influencing factors and the influence of international assistance.
● Ability to collect and analyze qualitative and quantitative data to assess complex factors contributing to humanitarian assistance.
● The ability to plan, organize, manage and evaluate complex humanitarian
interventions.

● A high degree of flexibility.
● The ability to travel independently and conduct field monitoring missions within Cameroon.

● Ability to identify and resolve conflict.

Total Possible Points: 100 points

After the closing date for receipt of applications, all applications will initially be screened for conformity with minimum requirements and a shortlist of applicants developed.

Applications from candidates which do not meet the required selection criteria will not be scored.

A committee will be convened to review the shortlisted applications and evaluate them in accordance with the evaluation criteria. Only shortlisted applicants will be contacted. No response will be sent to unsuccessful applicants.

USAID reserves the right to interview only the highest ranked applicants in person or by phone or not to interview any candidate.

The Agency retains the right to cancel or amend the solicitation and associated actions at any stage of the recruitment process.

Reference checks will be conducted by Human Resources only for the successful candidate.

If a candidate does not wish USAID to contact a current employer for a reference check, this should be stated in the application Letter.

5) Offers must be received by the closing date and time specified in Section I, item 3, and submitted to the point of contact in Section I via email.

6) Offeror submissions must clearly reference the Solicitation number on all offeror submitted documents which must be in English.

The Contracting Officer (CO) will provide instructions about how to complete and submit
the following forms after an offeror is selected for the contract award:

VII. TAXES

The Mission emphasize to its employees of the fact that they are obliged to observe Cameroonian Laws, including those concerning income and related tax obligations.

Payment of such taxes is a matter between the individual employee and the Cameroonian Government. In the absence of a specific international agreement, the U.S. Government will not withhold local taxes from an employee’s salary.
