Trucks were surprisingly found circulating in Douala Tuesday during prohibited hours without any intervention from the security forces.
In the last paragraph of his circular letter published Monday, October 20, 2014 the Minister of Transport Robert Nkili wrote: "administrative and municipal authorities, regional and departmental transport delegates and the security forces are responsible, within their respective areas of responsibility, to ensure the strict application of the circular letter.
It is clear that his instructions are not yet being applied. The security forces do not act and trucks do not comply with the schedule chosen for them by the Minister.
In Douala, trucks still pass through the city during prohibited hours. Paul Mahel, journalist reported that at 11: 30 pm two trucks crossed a place known as Rond Point Deido Douala. "The police and gendarmes saw them pass without saying anything", he said on his Facebook page.
The circular letter from the Minister of transport, Robert Nkili restricted movement of heavy trucks in Cameroon. Now, trailers, semi-trailers, logging trucks, trucks of sand or empty tanks should not find themselves in the urban centres between 9 a.m. and 9 p.m. except weekends.
The speed limit for these vehicles is 40 km/h. The Minister also required "an absolute compliance of templates and dimensions of vehicles to the standards in force. The latest decisions occurred after the recent massacres in Douala and Yaoundé.
"Analysis of statistics on traffic accidents in urban centres by my competent services establishes conclusively that such accidents are in the vast majority of cases, caused by heavy machinery, their movement is of great affluence on urban roads being source of various conflicts between different users," reads the letter from Robert Nkili.
