67.5% of people questioned in a study conducted at Douala believe that the main modus operandi of corruption in cargo transport is the secret flouting of law by enforcement agents themselves.
Alternatives urbaines (Alter U), a nonprofit organization to support urban development has just published a report on the State of play of corruption in informal transport. This study focused on cargo transport sector. Interestingly, it appears from the study that corruption, is everywhere in Cameroon, and has the wind in its sails in this sector, with the conspiracy of the police and gendarmes.
Indeed, according to the study in question, 67.5% of the respondents believe that, the main procedure is the delivery of money to these police. The rest is shared between the administrative tolerance and material and financial assets deposited at the level of "the landscape" road shadow.
41.5% of the population present the main actors of corruption in the area transport, cargo ships as the law enforcement agents (police and gendarmerie officers). Corruption is an integrating process which is more than an entity; the study also reveals that 24.4% of craftsmen of this scourge are the sponsors, drivers and aid drivers.
Speaking of the factors favouring corruption in this sector, 55.4% of respondents say that the absence of complete records is the main cause. The rest, according to the same study, is shared between the lack of professional ethics and the poor state of vehicles.
About regularity, 78.3% of operators report having a driver's licence, while 21.7% do not. The question of why the records are incomplete stems from the fact that:
30.1% of operators rely on non-issuance of the licence for transportation and the blue card;
2.4% estimate that with or without paper, the money is given at the roadside checks and;
36.1% does not give the reasons for which their documents are not complete.
