Two important officials of the Central African Economic and Monetary Community (CEMAC) appointed on August 08 during the 11th session of the Head of States Conference in Brazzaville have been sworn into office.
Pierre Moussa, new president of the CEMAC Commission and his vice, Rosario Mbasogo Kung Nguidang both took oath of office on August 28 before the CEMAC Community Court of Justice in N'Djamena to pilot the affairs of the sub regional body. The ceremony according to CT's special envoy to N'Djamena was marked by profound solemnity and the presence of the Chadian Head of State, Idriss Deby Itno.
Whereas the N'Djamena ceremony marked a stage in the CEMAC administration especially as concerns change of person, it was occasion for the new officials to revisit the old problems which have featured in all discussions in the sub region but which unfortunately have received no lasting solution. Pierre Moussa's press conference wherein he streamlined some of the challenges awaiting his team, confirmed this state of affairs. Institution of biometric CEMAC Passport, kick-starting of a sub regional air transport company, Air CEMAC, and free movement of people and goods have not ceased from being the major challenges that have been staring the sub region on the face.
These projects which hypothetically feature prominent on the CEMAC agenda have incidentally been bedevilled by national egoism. Member countries discuss the putting into function of Air CEMAC for instance as an important priority for the sub region when they meet in conferences but immediately withdraw to their national airline companies when they get back home. The same spirit has been prevailing when it comes to the institution of the CEMAC Passport. These are projects that are expected to facilitate movement and trade among the six nations of the sub region.
This foot dragging is certainly going to be a serious stumbling block in the implementation of the sub regional economic programme towards the 2025 vision. This is s new philosophy for CEMAC which sets out to make the sub region an integrated and emergent economic arena where security, solidarity and good governance will be at the service of humanity. The new team is taking up function knowing that this programme is segmented into five axes, 12 main objectives, 29 sub programmes and 108 projects which it must forge ahead.
