After being found guilty on three counts by the special Criminal Court resulting in his 15 years in prison, Urbain Olanguena Awono writes to Paul Biya from his cell in the central prison in Kondengui. According to consistent and confidential sources, the old Minsanté Urbain Olanguena Awono that bends the spine, accepted it as 'mea culpa' and wrote to Paul Biya.
The letter is entitled "Letter of forgiveness". In the form of confession and which the release is imminent, the letter informed the head of State on his case and especially gave the names of the jealous ones who wished that the bridge the gap between him (Olanguena Awono) and the head of State.
Urbain Olanguena Awono, former Minister of public health, is native to the central region and his case was triggered in March 2008, almost at the same time with that of Atangana Mebara and Abah Abah. Olanguena, was arrested for "diversion of funds between 2002 and 2006, in the management of the programmes to combat AIDS, malaria and tuberculosis amounting to 414,542 million CFA francs and attempted misappropriation of 60 million CFA francs".
Ultimately, he must answer for the diversion of 91 million CFA francs, out of which 80 million was set aside for the distribution of mosquito nets and 11 million for the financing of the book AIDS in the African land. On April 9, 2008 a provisional detention warrant was signed against him.
His co-accused is thirteen of its collaborators including permanent secretaries of the three programs, Maurice Fezeu (AIDS), Raphaël Okala (malaria) and Hubert Wang (tuberculosis). June 14, 2013, he was found "guilty" by the court of the three charges brought against him before that Court as part of Operation Epervier.
The two principal accusations involved the diversion of 200 million CFA francs and an attempted misappropriation of 60 million CFA francs, under a grant from the Ministry of public health in 2003, by the Cameroon Association for social marketing (Casm), which is involved in the fight against certain diseases.
