Malfunctions and bad practices have been problematic in the area of public procurement. According to the regulation Agency for public procurement known by the French acronym ARMP, alert was raised in 2014 that poor practices have increased from 908 to 1205, an increase of 31%.
"Basically, there are malfunctions related to a low capacity of the actors, and those related to governance problems", noted Janvier Ndjebet, Chief of division for the monitoring of procurement in the ARMP.
Also, because the Agency has a duty to highlight the savagery of other actors in the sphere, which is of bad practices, it also has the duty of transparency, establishment of a dialogue between the various actors in the public, private, civil society sectors and various technical and financial partners.
Thus, as Joseph Ngo, Director-general of the AGP aperture work, reminded that the symposium of yesterday was a first step in the establishment of this dialogue that is institutional and peaceful between the major players. It is also the appropriate opportunity to find solutions to the problems of under-execution of appropriations intended for the various projects, and should serve as a call to collective responsibility.
During the debates, he attracted the attention of the players on the degree of involvement and responsibility of each and to pool information for sanitation of the system. At the end of the work, a few axes of cooperation was established. They include inter alia, the strengthening of the capacities of actors, better communication on procedures and the establishment of better governance. "Regardless of the correctness of the rules which organized it, the effectiveness of the public procurement system will rely on the manner with which the actors harmonize their respective lines, revealed Guy Mairlo Em-Ndjang, MPRA Inspector.
In the interest of the discussion, this consultation will be followed by others to improve the performance of the public procurement system in Cameroon, according to the Dg of the ARMP.
