Northern region officials envisage 100% execution of PIB

The traditional launching ceremony of the public investment budget (PIB) in the northern region took place on Thursday in Garoua, in the amphitheatre of the wildlife school.

According to the presentation made by the regional financial controller, Dini Wangso Tchpowe, the funds allocated to the North for the year 2015 amounts to 18, 949, 555, 094 F, against 14, 138, 109, 376 of last year; an increase of over 4 billion.

The 2014 PIB implementation rate was revealed at about 80%. The General Secretary to the Governor of the region of the North, Fidèle Tegni noted that "it is necessary that the public investment budget is executed 100% this year".

Indeed, contrary viewpoints between the contracting authority and the actors of the procurement led to the hindering of various projects in the northern region; a situation that has been at the origin of the late start of certain markets, which contractors were found to be corrupt.

Some problems which hampered the implementation of the budget 2014 include; the lack of collaboration between the different actors in the chain in the procurement process; a situation which, according to the Minepat regional delegate in the North, David Ngaima, resulted in the premature closure of many projects. Next to this lack of collaboration, is the lack of monitoring of the engineers at the Conference of the follow-up Committee.

The regional delegate of the Minepat also speaks of the lack of collaboration between providers and decentralized services of the State in the implementation of certain priority projects.
